Annex 1 — Public Service Schedule
1. About these Terms and the contracting parties
These Terms and Conditions (‘Terms’) are an agreement between you and the Mansa entity mapped to your Sending Country in Annex 1 (‘Contracting Mansa Entity’).
Annex 1 is the single place in these Terms where each supported country, contracting entity, contact route and applicable Jurisdiction Schedule is maintained.
The Contracting Mansa Entities are legally separate entities under common ownership or control. Each contracts only for itself. Your recipient’s country does not, by itself, change your Contracting Mansa Entity. Mansa records the applicable Annex 1 version, verified Sending Country and resulting Contracting Mansa Entity in the transaction record; this information need not be repeated in the Mansa Quote.
These Terms apply to the website and transaction channel identified in Annex 1 and the related customer-support service. If Mansa later introduces a stored account, wallet or materially different mobile application, the applicable additional or replacement terms will be supplied before that feature is offered.
The transaction is also subject to the Jurisdiction Schedule mapped to the Sending Country in Annex 1. Provider Terms separately apply when supplied and validly accepted or incorporated by mandatory law. Mandatory consumer, payment and data-protection law always prevails over an inconsistent clause.
2. Mansa’s role and the role of licensed payment providers
Mansa Transfers is a digital Value Added Service (VAS) that facilitates digital payment interactions between users and licensed payment aggregators and other licensed payment providers (‘Licensed Providers’). Mansa is the customer-facing orchestration layer: we collect the information needed to prepare the request, present the Mansa Quote, route the request to a Licensed Provider, communicate status, provide support and maintain transaction evidence. The selected Licensed Provider generates its own payment-authorisation prompt (‘Provider Prompt’) and directly collects or authenticates the payment.
Mansa selects the Licensed Providers used for collection, settlement and payout in its discretion. The user does not select a provider. We do not disclose confidential routing logic, provider-priority rules or partner commercial terms unless a specific disclosure is required by law or is necessary to explain a material effect on the amount, service or rights shown to you.
Mansa may change the proposed collection provider before the user authorises a Provider Prompt. After a collection authorisation, Mansa will not send the same payment for collection through another provider without a fresh Provider Prompt and fresh payment authorisation. Mansa may change a settlement or payout provider after collection only if this does not change any fee, exchange rate, debit amount, recipient amount or details, destination, material timing, safeguarding position, complaint route, remedy or other material user term.
The Mansa Quote need not identify the selected Licensed Provider. The selected collection provider identifies itself and supplies the information required by applicable payment law through its Provider Prompt, confirmation or receipt. Mansa records internally the provider’s legal identity, role, authorisation category, transaction reference and relevant routing events.
Mansa may use an affiliate or subcontractor to support fulfilment, reconciliation, customer support or compliance. The Contracting Mansa Entity remains responsible for its own obligations to you and use of another party does not remove a non-excludable consumer right.
Mansa is not a bank, deposit-taking institution, payment institution or international money-transfer operator merely because it provides the interface or works with a Licensed Provider.
Although Licensed Providers perform the regulated payment activity, you may contact Mansa about any transaction. We will coordinate the complaint, tracing, correction, refund or regulator hand-off and will not require you to identify which internal party caused a problem before accepting your complaint.

4. Eligibility and supported service
You must be at least 18 years old, legally capable, act for yourself or under verifiable authority, and use a supported sender/recipient location, currency, payment method and purpose. Current corridor availability, payment methods, currencies, transaction limits and other transaction-specific restrictions are displayed in the transaction interface and Mansa Quote. If the interface does not offer a corridor or amount, it is not currently available.
A standing Mansa account is not required unless the transaction flow expressly says otherwise. Mansa or a Licensed Provider may nevertheless require identity, KYC/AML, device or payment-instrument verification before allowing a transaction. We may use appropriately contracted identity-verification and compliance providers for those checks, as explained in the Privacy & Cookies Policy.
5. The Mansa Quote and pre-contract information
Before you can be bound to the Mansa transaction, we provide a reviewable Mansa Quote containing:
- the service and Mansa customer-support route;
- the amount and currency you send, the amount and currency the recipient is expected to receive, and the Recipient Identifier;
- the applicable exchange rate, any amount or margin required to be disclosed, and the Mansa Quote expiry;
- every fee, tax and known charge payable by you through the transaction, plus the total amount to be debited;
- the transaction limit, material restrictions and estimated completion time;
- the point at which the transaction becomes irrevocable and the applicable cancellation, withdrawal, refund and complaint information; and
- a link to these Terms and the Privacy & Cookies Policy, with copies available for download or later access.
Mansa sets each transaction price in its discretion using then-current corridor, provider, currency, market and operating conditions. The Mansa Quote is the complete offer for that Transaction: you may accept it or decline it. You may review and correct the recipient and transaction information before confirmation. A Mansa Quote is valid until its displayed expiry and only for the displayed details. If it expires or a material detail changes, we issue a new Mansa Quote and require confirmation again.
Payment authorisation occurs separately through the Provider Prompt. It may display the collection provider, amount, payment instrument, Provider Terms and provider privacy notice. Mansa records the provider that actually executed each stage.
6. Agreeing electronically and authorising a Transaction
The first time you transact, and again after a material Terms update, you agree by selecting an unticked box that identifies the Terms version and acknowledges the Privacy Policy version, then selecting the clearly labelled confirmation button. That acceptance remains effective for later Transactions until the Terms are materially updated or law requires fresh acceptance. Merely visiting the website is not acceptance.
For every Transaction, you must separately review and confirm the current Mansa Quote before continuing. Confirming the Quote approves only the displayed recipient, amount, rate, charges and other transaction details. You then separately authorise collection through the Provider Prompt presented by the selected Licensed Provider.
The Provider Prompt displays the amount to be collected and the provider may require a one-time password, device confirmation, biometric/liveness check or another strong authentication method. Where required, authentication is dynamically linked to the amount and recipient. Mansa records the API request/response identifiers, provider legal identity, prompt initiation, authorisation outcome, timestamp and provider reference, but does not record the user’s authentication secret. Successful authentication is evidence, but it does not remove any burden of proof, refund or investigation obligation that the law places on Mansa or the Licensed Provider.
By confirming each Mansa Quote, you expressly ask Mansa to begin that Transaction immediately. Where a statutory withdrawal period applies, the notice beside the confirmation action explains that beginning performance before the period ends may limit withdrawal and that the right may end once the service is fully performed, to the extent permitted by the applicable law. This transaction instruction is distinct from the one-time acceptance of these Terms.
We acknowledge receipt electronically and issue a durable receipt. Acceptance and execution may remain subject to funding, identity, AML, sanctions, fraud/security, limits, partner availability and other lawful checks disclosed here.
For evidence and traceability, we record the Terms and Privacy Policy versions presented, the acceptance wording, whether the box was unticked by default, the user’s affirmative action, date and time, session or device reference, IP address or comparable technical identifier, account or verified contact reference, Sending Country, language, Mansa Quote and version, corrections, immediate-performance instruction, Provider Prompt initiation and result, provider and transaction references, receipt and later notices. We preserve integrity and access logs but never store the user’s PIN, OTP value, CVV, password or other full authentication secret.
7. Identity, AML, sanctions and verification
Mansa and the Licensed Provider may verify your identity, address, authority, beneficial ownership, source and purpose of funds, recipient and payment instrument; screen sanctions, politically exposed person and fraud information; request supporting documents; monitor transactions; apply lawful limits; and make required reports. We collect only information reasonably needed for the service, legal duties, security and evidence.
We may pause, refuse or cancel a transaction when reasonably necessary because information is incomplete or inconsistent; funding fails; a legal/partner limit applies; fraud, sanctions or unlawful activity is suspected; a regulator or authority requires action; a security incident or outage exists; or these Terms are materially breached. We provide notice and a meaningful reason unless law, security or an investigation prohibits it, review holds promptly and release or return funds as required.
Mansa or the Licensed Provider may be prohibited from telling you that a suspicious-transaction report, related analysis, disclosure, freeze or investigation exists. The applicable no-tipping-off rule is identified in the Jurisdiction Schedule. We may therefore lawfully withhold or limit a notice or reason, but we preserve the decision, legal basis and authorised disclosure record.
8. Your responsibilities and prohibited use
- Provide complete, accurate and current information, and carefully check the Recipient Identifier, amount, currency and recipient before confirmation.
- Use only a bank account, card, mobile-money wallet, SIM, device or payment instrument you own or are authorised to use.
- Protect your device, email, SIM and credentials; do not share a PIN, password or one-time code; notify the monitored fraud route in the Public Service Schedule immediately after suspected loss, compromise or unauthorised use.
- Do not impersonate another person; launder proceeds; evade sanctions, limits or reporting; use unlawful funds; exploit technical errors; submit duplicate or contradictory orders; abuse promotions; conduct friendly fraud; or make a chargeback you know is false.
- Cooperate with a proportionate investigation, tracing, recovery or regulator request and preserve relevant evidence.
If deliberate unlawful conduct or a knowingly false claim causes a direct, documented loss, Mansa may recover that loss to the extent permitted by law. We do not impose an automatic penalty, treat an ordinary complaint as abuse, or remove mandatory consumer and unauthorised-payment rights.
9. What you pay and how Mansa is compensated
Mansa operates commercially as a VAS and payment-orchestration intermediary. We may receive compensation from a Licensed Provider and may include a service charge or exchange-rate margin in the transaction price. We do not disclose confidential partner economics unless law requires it. What matters to you is the complete price and recipient amount displayed in the Mansa Quote before you decide whether to proceed.
If we describe a transaction as ‘free’ or ‘zero fee’, the statement applies only to the fee expressly identified and does not mean there is no exchange-rate margin, tax or third-party charge unless we clearly say so. Any comparison such as ‘cheaper’ or ‘best’ is limited to the stated comparison, date, corridor and assumptions.
10. Funding, safeguarding, settlement and payout
The Mansa Quote states the transaction economics. The selected collection provider identifies itself where required and directly receives or authorises the payment through the Provider Prompt. Mansa never receives, possesses, controls or holds customer funds. Customer funds are handled by the relevant Licensed Providers under the payment, safeguarding and settlement rules applicable to them.
A transaction is processed only after the required funds or payment authorisation is confirmed. The relevant Mansa group entities and Licensed Providers reconcile the Mansa order, provider record and bank/mobile-money settlement. A provider message or internal accounting entry is not treated as final payout unless the applicable rail and law treat it as final.
11. Processing time, availability and status
The Mansa Quote displays an estimated completion time based on the selected corridor and then-current information. It is not a guarantee unless the Mansa Quote expressly says so. Verification, fraud review, incorrect details, funding, liquidity, limits, partner/bank/MNO availability, maintenance, outages, settlement windows, weekends, holidays, recipient action and law may affect timing.
- ‘Pending’ — we are waiting for you to authorise the Provider Prompt, or confirmation of that authorisation has not yet been received.
- ‘Processing’ — the required authorisation or collection confirmation has been received and the Transaction is being processed; this is not proof that the recipient has been credited.
- ‘Completed’ — the relevant provider or payment rail has confirmed payout or credit to the recipient destination. If the recipient reports non-receipt, contact us so that we can trace it.
- ‘Failed’ — the Provider Prompt was rejected or expired, collection failed, or payout could not be completed. If collection succeeded before payout failed, the responsible Licensed Provider will return, reverse or otherwise handle the funds as required by law and the applicable rail.
We send available status updates, failure notices and requests for action using the telephone number, email address or other contact information you supplied. You are responsible for keeping those details accurate and checking messages relating to a Transaction.
Subject to mandatory law, Mansa is not liable for a delay caused solely by a Licensed Provider, bank, mobile-money operator, telecommunications network, payment rail, recipient institution, outage, congestion, maintenance, force-majeure event, regulatory hold or compliance review that Mansa did not cause and could not reasonably prevent. This does not excuse Mansa’s own negligence or remove any mandatory tracing, complaint, correction, refund or other consumer remedy.
12. Cancellation, statutory withdrawal and unavailable service
You may request cancellation through the support channel in Annex 1 until the payment becomes irrevocable on the applicable rail. If cancellation is possible, we stop the order and return the amount and charges required by law. A recovery or cancellation cost may be charged or deducted only where it is disclosed before the request is processed and is permitted by applicable law. If payout has occurred or the order is irrevocable, we will attempt recovery but cannot promise it.
Any statutory withdrawal rules are described in the applicable Jurisdiction Schedule. Your transaction-specific request for immediate performance may affect withdrawal once performance begins or is completed, but does not remove a right relating to an unauthorised, defective, failed or misrepresented service.
If a service is unavailable or cannot be performed, we inform you and promptly refund the amount and charges due using the original method where feasible, subject only to lawful verification. A refund is not conditional on waiving a complaint or statutory right.
13. Unauthorised, incorrect, delayed or failed Transactions
Tell us promptly through the support and fraud channel in Annex 1, provide the transaction ID and explain the issue. We acknowledge the report, issue a tracking number, preserve evidence, coordinate with the Licensed Provider, investigate and provide the applicable trace, correction, refund or reasoned decision. Jurisdiction-specific notification periods and remedies are in the applicable Jurisdiction Schedule.
Where the law so provides, successful use of a credential or a system log alone does not prove that you authorised the transaction, acted fraudulently or were grossly negligent. Mansa and the Licensed Provider bear the proof and refund duties assigned to them by law.
If you supplied an incorrect Recipient Identifier after a clear review opportunity, the Licensed Provider may be treated as having executed to that identifier where the law permits. We will nevertheless make reasonable documented recovery efforts, provide trace information and disclose any lawful recovery cost in advance. If Mansa or the Licensed Provider caused non-execution, defective execution or an incorrect debit, the responsible provider supplies the required correction, refund and reversal of charges.
13A. Duplicate, excess or erroneous payments: repayment and recovery
A duplicate, excess or erroneous payout initiated through the Mansa Service is not a gift, reward or amount to which the recipient is entitled.
Where the duplicate, excess or erroneous payout is funded from Mansa’s own corporate or settlement resources, charged or debited to Mansa, reimbursed by Mansa, or creates a payment or settlement liability for Mansa, Mansa is the creditor of the resulting repayment obligation and is entitled to recover the excess amount in its own name.
This does not mean that Mansa receives, possesses, controls or holds customer funds.
The recipient must preserve and promptly repay the excess amount after receiving notice from Mansa or a Licensed Provider acting for Mansa. This repayment obligation arises under the applicable law governing mistaken, undue or unjustified payments and does not depend on the recipient having accepted these Terms.
Mansa may, directly or through a Licensed Provider, receiving institution or payment rail, trace, recall, reverse, restrict or recover the excess amount and may use any lawful judicial or non-judicial recovery procedure available in the recipient’s payout jurisdiction.
The sender is not required to repay an excess amount received solely by the recipient unless the sender received, controlled or benefited from the amount, caused or participated in the duplicate payout through fraud or deliberate misuse, separately agreed to repay it, or is otherwise liable under applicable law. The sender must nevertheless provide reasonable assistance with tracing and communicating a recovery notice to the recipient.
Mansa will provide the transaction reference, date, correct payout amount, excess amount, repayment instructions and a channel through which the claimed amount may be disputed. No repayment request will include a punitive charge. Reasonable recovery costs and statutory or court-awarded interest may be claimed where permitted by law.
For duplicate-payment recovery only, the applicable recovery provisions in Schedule A or Schedule B are determined by the country of the recipient’s payout destination, regardless of the sender’s Sending Country or Contracting Mansa Entity.
13B. Transfers you authorise to a wrong, dishonest or fraudulent recipient
You are responsible for checking that the recipient is the person or business you intend to pay and that the underlying purchase, investment, loan, donation, relationship or other purpose is genuine. Unless Mansa expressly states otherwise in writing, Mansa and the Licensed Provider provide the transfer service; they do not verify, endorse, insure or guarantee the recipient, the underlying transaction, delivery of goods or services, an investment return or repayment by the recipient.
If you validly authorise a Transaction and it is executed to the Recipient Identifier and amount you confirmed, Mansa is not responsible solely because the recipient later proves dishonest, fraudulent, insolvent, refuses to perform or will not return the funds. Report suspected fraud immediately through the support and fraud channel in Annex 1. We will make reasonable documented efforts to notify the Licensed Provider and relevant fraud desks, request a trace, recall or lawful restriction, preserve evidence and cooperate with competent authorities. Recovery may depend on the recipient, available balance, payment-rail finality, provider consent, law or a court order and is not guaranteed.
This allocation does not apply to an unauthorised Transaction; execution to an identifier other than the one confirmed; a duplicate or wrong amount caused by Mansa or a provider; Mansa’s or a provider’s negligence, misleading statement or breach of a mandatory fraud, security, tracing, refund or stop-payment duty; or a timely cancellation received before irrevocability. The rights and burdens of proof imposed by mandatory law remain unchanged.
14. Complaints and regulatory escalation
Submit a complaint free of charge through the support channel in Annex 1. We provide an acknowledgement and tracking number no later than the applicable legal deadline, investigate the complaint, explain the outcome in plain language and provide the applicable remedy and escalation route.
You may complain directly to the Licensed Provider or to the consumer, payment, privacy or communications authority identified in the applicable Jurisdiction Schedule whenever the law allows. Using our internal process does not waive rights or suspend a statutory limitation period unless the law says so.
15. Promotions, testimonials and referrals
A promotion or referral has separate eligibility, period, reward, limit, abuse-prevention and cancellation terms shown before participation. Mansa may withhold or recover a reward obtained through duplicate identity, collusion, manipulation, false information, chargeback abuse or another proven breach, after a fair review. A testimonial or partner/logo statement is used only with permission and in a form that accurately reflects the original statement and relationship.
16. Security holds, refusal and suspension
Mansa may proportionately restrict access, pause or refuse a transaction for the reasons in section 7, to protect a user or provider, or to investigate prohibited use. Where lawful, we give notice, explain the general reason, provide a review/complaint route and limit the action to what is necessary. We do not retain or appropriate customer funds as a contractual penalty. Pending funds are completed, released, returned or lawfully held by the responsible Licensed Provider.
17. Security and your device
We protect sensitive data with AES-256 encryption at rest and TLS 1.2 or higher in transit, and protect privileged and administrative access with multi-factor authentication and role-based, need-to-know access. Further risk-based controls are described in the Privacy Policy. No system is risk-free. You must maintain reasonable device, SIM and email security and promptly install security updates. Mansa will never ask you to disclose a password, PIN, full one-time code, card CVV or private key through customer support. Report suspicious communication through the fraud/security route in the Public Service Schedule.
18. Liability and remedies
Nothing in these Terms excludes or limits a liability, refund or remedy that cannot lawfully be excluded, including for fraud, wilful misconduct, gross negligence where non-excludable, death or personal injury caused by negligence, breach of privacy/data duties, unauthorised-payment obligations, safeguarding, defective service, false or misleading representation, or another mandatory consumer right.
Each party is responsible for reasonably foreseeable direct loss caused by its breach, negligence or unlawful act, subject to mandatory law. Mansa is not responsible for loss caused solely by your proven fraud, an incorrect Recipient Identifier after a clear correction opportunity (subject to recovery duties), or an external event beyond reasonable control that could not reasonably be prevented, and only to the extent permitted by law.
19. Claims arising from deliberate misuse
A consumer is not required to indemnify Mansa for Mansa’s or a provider’s negligence, legal breach or ordinary complaint. To the extent permitted by law, a business user—or a person who intentionally uses the service for unlawful activity—must reimburse a direct third-party claim and reasonable documented cost caused by that user’s proven unlawful instruction, fraud, infringement or lack of authority. Mansa must mitigate its loss and provide supporting evidence.
20. Privacy and transaction records
The Privacy & Cookies Policy explains how Mansa and Licensed Providers process information. Mansa retains the electronic-acceptance evidence described in section 6, together with the transaction, receipt, reconciliation, complaint and recovery records reasonably required to prove and administer the Transaction, for ten years from completion or closure. KYC/CDD evidence lawfully held by Mansa is retained for ten years from the applicable trigger stated in the Privacy & Cookies Policy. The ten-year period does not apply indiscriminately to cookies, abandoned journeys, marketing information or every technical log. We do not retain a user’s PIN, OTP value, password, CVV, private key or another full authentication secret.
For a duplicate or erroneous payment, we preserve the source ledgers, provider confirmations, calculation of the excess, evidence that Mansa funded, was charged for, reimbursed or became liable for the excess, any mandate, assignment or subrogation, demand and delivery evidence, dispute and response, reversal or recall activity, settlement, court documents and final recovery status for ten years from final recovery, settlement or closure, and longer only for a live judgment, documented legal hold or regulator or court order. If local data-protection law requires a shorter period, the shorter lawful period applies.
21. Intellectual property and acceptable access
Mansa and its licensors own the service software, content, documentation and marks. We grant you a limited, non-transferable right to use the service for lawful transactions. You must not defeat security, interfere with operation, access another person’s data, scrape or automate without permission, copy protected content, or reverse engineer except where the law expressly permits.
22. Changes to these Terms
The version you accepted remains in force until it is materially updated. Current corridors, payment methods, limits, exchange rates and transaction prices may change without a Terms amendment because they are offered in a new Mansa Quote that you may accept or decline. Non-material Annex 1 updates—such as a contact route or adding a country to an already applicable legal schedule—do not change an accepted Transaction or reduce a right. A new contracting entity or a material change to Mansa’s role, liability, remedies, fund flow or continuing service requires a new Terms version or other notice and acceptance required by law. We archive prior versions and do not treat continued browsing as agreement to a materially different term.
23. Ending use of the service
You may stop using a transaction-by-transaction service at any time without affecting accepted transactions. Mansa may end access for a proportionate reason described in these Terms after notice where lawful. Ending access does not erase a pending payment, refund, complaint, privacy request, regulatory duty or evidence requirement.
24. Communications and accessibility
We send legal, receipt, status and security notices to the email, telephone number or interface you provide. You must keep contact details current. Electronic notices are treated as received when they become accessible at the supplied address or interface, subject to any different mandatory rule. A failed delivery is recorded and, where reasonably possible, retried through another supplied channel.
25. Governing law, courts and dispute resolution
Mandatory consumer, payment and privacy law of the Sending Country, as supplemented by the applicable Jurisdiction Schedule, protects you. We invite good-faith complaint resolution and optional mediation. You may use a mandatory regulator, authority or court route without completing an artificial waiting period where law permits.
A retail consumer is not required by these Terms to submit every dispute to final binding arbitration. The courts, simplified recovery procedures and other remedies relevant to each supported jurisdiction are identified in the applicable Jurisdiction Schedule.
26. General
If a clause is invalid, it is adjusted or severed only to the minimum lawful extent. Delay in enforcement is not a waiver. Mansa may assign these Terms only with required notice/approval and without reducing consumer rights. You may not transfer a transaction except where law permits. These Terms, the accepted Public Service Schedule version, Mansa Quote, applicable Jurisdiction Schedule and any Provider Terms validly supplied and accepted through the Provider Prompt form the relevant transaction documents, without excluding a protected representation or statutory right.

Jurisdiction Schedule A — CEMAC framework
This Schedule applies to consumer and transaction matters where the Sending Country is Cameroon, the Central African Republic, Chad, the Republic of the Congo or Gabon, and to duplicate-payment recovery where the recipient’s payout destination is in one of those countries. Regulated payment information and execution are subject to CEMAC Regulation No. 04/18/CEMAC/UMAC/COBAC, including Articles 38 and 42.
For Cameroon, Law No. 2010/021 of 21 December 2010 governing electronic commerce requires retainable contract terms, a review and correction opportunity, electronic acknowledgement and proof of prior information and consent, including under Articles 11–13, 17–20 and 26. A consumer generally has 15 days from conclusion of a services contract to withdraw under Article 20, subject to the statutory exceptions, including where performance began with the consumer’s consent before the period ended. Framework Law No. 2011/012 of 6 May 2011 also protects clear, bilingual standard terms, fair information and consumer remedies. The one-time Terms acceptance and transaction-specific immediate-performance instruction described in section 6 are recorded electronically.
For the other mapped CEMAC countries, the relevant national electronic-transactions and consumer rules apply in addition to the CEMAC payment framework. These include Chad Law No. 008/PR/2015 on electronic transactions; Republic of the Congo Law No. 37-2019 of 12 December 2019 on electronic transactions; and Gabon Law No. 025/2021 of 28 December 2021 regulating electronic transactions.
Duplicate, excess and erroneous payouts in applicable OHADA/CEMAC payout jurisdictions. Where section 13A identifies Mansa as the creditor, Mansa may issue the repayment demand and pursue recovery in its own name. In Cameroon, an amount paid when it was not due is recoverable under Articles 1235 and 1376 of the Civil Code concerning paiement de l’indu and répétition de l’indu. The corresponding restitution and undue-payment law of the relevant payout country applies in the other jurisdictions.
Where the repayment claim has an enforceable contractual basis—including an applicable recipient-account or provider term enforceable by or assigned to Mansa, or a repayment agreement entered into after notification—and the debt is certain, liquid and due, Mansa may apply for an order to pay under Articles 1 and 2 of the revised OHADA Uniform Act on Simplified Recovery Procedures and Enforcement Measures. Mansa may also use any other conservatory, ordinary recovery or enforcement procedure available under applicable law. Complaints may be sent to Mansa through Annex 1, to the Licensed Provider through the contact shown in its prompt or receipt, or to the competent consumer, payment, privacy or court authority in the sender’s country. A telecommunications regulator is relevant only where the complaint concerns a regulated communications service. Optional internal resolution does not remove statutory recourse.
Jurisdiction Schedule B — Nigeria
This Schedule applies to consumer and transaction matters where the Sending Country is Nigeria, and to duplicate-payment recovery where the recipient’s payout destination is in Nigeria.
Where section 13A identifies Mansa as the creditor, the excess amount is recoverable by Mansa under the applicable Nigerian law concerning money paid by mistake, restitution, money had and received or unjust enrichment.
Mansa may directly, or through the relevant Licensed Provider or sending institution, request tracing, recall, restriction or reversal under section 10.2 of the Central Bank of Nigeria Regulation on Instant (Inter-Bank) Electronic Funds Transfer Services 2018 or any replacement regulation and under the applicable provider or payment-rail rules.
Any amount that is not recovered through the payment rail remains due to Mansa. After issuing a written repayment demand, Mansa may commence a restitution or debt-recovery claim before a court with jurisdiction. Where applicable, Mansa may use the Undefended List procedure under Order 35 of the High Court of the Federal Capital Territory, Abuja (Civil Procedure) Rules 2018, or the corresponding summary or undefended-list procedure of the competent State High Court. Electronic records are prepared for admissibility under section 84 of the Evidence Act 2011, as amended.
Complaints may be sent through Annex 1, to the Licensed Provider through its prompt or receipt, to the Central Bank of Nigeria through https://www.cbn.gov.ng, or to the Federal Competition and Consumer Protection Commission through https://fccpc.gov.ng. Privacy complaints may be made to the Nigeria Data Protection Commission through https://ndpc.gov.ng. Nigeria mandatory consumer, payment, financial-crime, evidence and data-protection law applies, including the Federal Competition and Consumer Protection Act 2018; the CBN Consumer Protection Regulations 2019; the CBN Regulation on Instant (Inter-Bank) Electronic Funds Transfer Services 2018 where that rail is used; the Money Laundering (Prevention and Prohibition) Act 2022 and CBN Customer Due Diligence Regulations 2023 where applicable; the Nigeria Data Protection Act 2023; and the Evidence Act 2011 as amended in 2023. Competent Nigerian courts remain available.
